2008-2009 Enrollment Numbers for Area High Schools - Are these drop outs?

This is a list of enrollment numbers for students in each grade in area high schools. These numbers indicate a lot of students are leaving these schools before they graduate. Are they dropping out? Where are they going?

These numbers are from the Texas Education Agency website from their District Profiles. This is from the most recent profiles - the 2008-2009 school year. Also, they give the number of graduates from the prior year - the 2007-2008 school year. (It would be better if they provided the number of graduates for the same school year they give enrollment numbers, but I looked back at 2007-2008 enrollment numbers to get the prior year's 12th grade enrollment figures.)
