These are schools where 50% or less of the students passed any of the different TAKS tests in any two out of the three years - 2009, 2010 and 2011 or the school was rated Academically Unacceptable in 2011, 2010 or 2009. Parents can transfer their children out of these schools (although few do due to lack of transportation).
